Il mercato tra norme e prassi

The article focuses on the analysis of several accountability tools implemented by the Italian Energy Regulator (AEEG). In particular, the most recent National Report and the second three-year Strategic Plan are reviewed from an institutional design perspective. With the notable exception of OFGEM, the UK regulator, it appears how accountability tools are not yet sufficiently spread cross Europe. Therefore, taking into account parallel actions undertaken by European counterparts, both instruments (National Report and Strategic Plan) have been implemented by AEEG in a smart and innovative way.
This article summarizes the main features of the 2007 Annual Report and the 2007-2009 Strategic Plan, suggesting further steps towards a fully transparent, accountable and effective AEEG.
