In Italy the development of renewable energy technologies has been promoted by a variety of policy and support measures such as feed-in tariffs and simplified access to the energy market. In the last years, a new opportunity for solar power plants development has been introduced by means of the Efficient Systems for Users (SEU).


SEU systems were first introduced in 2008 by the Italian Legislative Decree n. 115/08, transposing the European Directive 2006/32/CE related to energy end-use efficiency and energy services.
The applicative rules were released in 2013 by Italian Regulatory Authority for Electricity, Gas and Water (AEEGSI) with the Deliberation n. 578/2013/R/eel, which provided for the regulation of networking, measurement, transmission, distribution, dispatching and selling services about Simple Systems of Production and Consumption (SSPC).

Globally, SSPC comprises the following categories:

SAP. Auto-production systems that include historical consortia and cooperatives and other auto-production systems;
ASAP. Other auto-production systems;
SEESEU. Existing systems equivalent to efficient systems for users;
SEU. Efficient systems for users;
ASE. Other existing systems.

Among the SSPC sub-categories the most suitable and interesting for an economic prospective viewpoint is SEU system. Under the aforementioned Deliberation n. 578/2013/R/eel by AEEGSI, the Gestore Servizi Energetici (GSE) is the subject entitled to qualify this particular class of SSPC system. [...]
